It was the wartime intelligence agency, and it was the predecessor of the Central Intelligence Agency (CIA). Prior to the formation of the OSS (the counterpart of the British Secret Intelligence Service and Special Operations Executive), American intelligence had been conducted on an ad-hoc basis by the various departments of the executive branch, including the State, Treasury, Navy, and War Departments. They had no overall direction, coordination, or control. The US Army and US Navy had separate code-breaking departments (Signals Intelligence Service and OP-20-G). Also, the original code-breaking operation of the State Department, MI-8, run by Herbert Yardley, had been shut down in 1929 by Secretary of State Henry Stimson, deeming it an inappropriate function for the diplomatic arm, because "gentlemen don't read each other's mail".

What George Ritzer has called McDonaldization, `the rationalization of everyday interaction and individual identity' - the principles of a fast food restaurant that `more and more sectors of society are adopting transforms national economies into one global, interdependent economy'. As a consequence, activities, which were previously carried out within a national or regulated international framework, will from now on be carried out globally, in accordance with the needs of the global marketplace, which is steadily growing. By 1980, it was estimated that there were over 10.000 transnational corporations of all national origins, and by the early 1990s more than three times as many. In the media sector the vision or the nightmare of a global business would look like this: one single mega-corp, which delivers down its cable, to our homes, every intellectual morsel (it thinks) we need. In this pioneering book, Daniel Carpenter contributes to our understanding of institutions by presenting a unified study of bureaucratic autonomy in democratic regimes. He focuses on the emergence of bureaucratic policy innovation in the United States during the Progressive Era, asking why the Post Office Department and the Department of Agriculture became politically independent authors of new policy and why the Interior Department did not. Lysander Spooner (1808-1887) was an American individualist anarchist, entrepreneur, political philosopher, abolitionist, supporter of the labor movement, and legal theorist of the 19th century. He is also known for competing with the U. S. Post Office with his American Letter Mail Company, which was forced out of business by the United States government. He has been identified by some contemporary writers as an anarcho-capitalist, while other writers and activists believe he was anti-capitalist and even socialist for vocalizing opposition to wage labor. Spooner attained his greatest fame as a figure in the abolitionist movement. His most famous work, a book titled The Unconstitutionality of Slavery, was published in 1846 to great acclaim among many abolitionists, but criticism from others. From the publication of this book until 1861, Spooner actively campaigned against slavery. He published subsequent pamphlets on Jury Nullification and other legal defenses for escaped slaves and offered his legal services, often free of charge, to fugitives. He harshly condemned the Civil War and the Reconstruction period that followed. In response, he published one of his most famous political tracts, No Treason.
